Terms of service

Prototype placeholder. Production terms must define: what verification does and does not mean; that HS classification guidance is advisory only; that the buyer is Importer of Record; that dispute determinations bind escrow release only and are not a general legal ruling; and that liability is capped at fees received on the relevant order.

Governing law and arbitration seat are an open question for counsel (see docs/07 §16, Q12).
